Anyone else get a crazy $4000 water bill from City of Houston?

I got an email saying that I owe $4500 in adjustments on my water bill. Crazy thing is that I pay my water bill every month and don’t have any visible leaks. I rent and have lived at my 1bed house in city to Houston for 1.5 years and so this doesn’t make sense. Called COH to make sure it was legit and dispute it, but they said the transmitter was under billing all these months and that they can put me on a payment plan or go to collections. Just doesn’t make sense. Has anyone else received a crazy bill and have you been successful disputing something like this? I’ve asked them for a break down letter and then I can apparently go thru the dispute process to delay payment for a month while they review. At a loss of what to do.
