Anyone deal with a neighbor’s brutal exhaust cold-starts?

So I have this man-child of a neighbor that decided it was a good idea to straight-pipe his pickup truck, and the asshole cold-starts it in his driveway at 4 – 5 AM every morning.. It's so loud that it wakes us up pretty much every morning.

I've already made my neighbors aware of it and they basically told me to kick rocks.. Any advice? Moving isn't really an option at this point in time. TIA.
