Anybody gonna do anything about Harvey Relief, or are we just gonna pretend it didn’t happen?

So during Harvey, officials made the very understandable decision to release water from the dams to save the communities downstream. I agree with their decision and I would've done the same. My only issue is that entire neighborhoods were flooded for weeks as a direct result, but the only compensation given to homeowners was the same FEMA check that was given to anybody else. They were given I think 12 or 24 hrs notice, but news reports at the time made it seem like they'd be okay, so many people didn't understand the severity of what was occuring. Nobody but telemundo was there for them, but they were there to show the devastation after the flooding receded elsewhere. Their sacrifice seems to be completely ignored, and I just don't understand why it's not a bigger deal than it should be.
