Any regulations for Centerpoint Easement?

Let's say hypothetically there's a Centerpoint easement behind my house. And let's also say someone on the other side of the easement is doing a construction project of sorts (unrelated to Centerpoint) and has taken over the easement for 9 months and there are always work vehicles back there and due to the nature of the project they will need lifelong access to this easement to support said project. And let's say this is bothering me for a variety of reasons.

Can Centerpoint easements just be used as constant access points for private resdiences' upkeep and servicing? Does Centerpoint care if they tear up all the grass and make a muddy mess?
