Any recs for women’s shelters that aren’t a nightmare?

I'm trying to gather information for somebody who needs it, but all my google fu nets me are bad reviews of the shelters in Houston (people getting assaulted or SAd in said shelters), or shelters whose websites haven't been updated or are in disrepair. If anyone knows of any women's shelters that arent a nightmare, please help out. Thank you.
