Any places that will hire with only a phone interview? (any info on doordashing on a bycicle)

My husband and I have to relocate to Houston next month, and we are really hoping he can find a job prior to us moving there (the 21st of Aug) and was hoping someone on here might know a place that hires with just a phone interview? He has no official schooling past high school, but has done a lot of retail work (lost furniture job of 3 years due to covid) and will do just about anything. Until he gets a job we plan on him doordashing on his bike, so I was wondering if anyone had any advice for that as well?
