Any physical therapist?

I’m looking for a physical therapist that’s willing to help me diagnose the problem I been having for years with my shoulder I tried doing out of pocket paying but most don’t accept & the ones that do says there is a new law where you have to have a doctor approval/ slip so I can see a therapist, but I don’t got money to pay all 3 things at once right now so if anyone’s willing too help me I’ll pay them cash jus need proof you know what your doing
