Any legal areas to light fireworks?

It seems that private property in an unincorporated area is one of the only ways. Is there a park, beach, or somewhere else that might work? For example, I heard something about firework stands "shoot on site" but I can't find any in the Houston area. I'm willing to travel up north. Any tips would be appreciated, I bought some and I'm not sure where to pop them.
