Any free pre-k in Houston?

Sorry, bear with me. I’ve been researching and it seems that there is no free pre-k in Houston, except if you qualify for it. We don’t meet those qualifications though.

Our family is moving to Houston and wondering if there are any free pre-k programs (for 4 year olds). Still haven’t decided which area we’re moving to so open to suggestions for quality, affordable (read: not cheap, but reasonable) pre-k. Thanks!
