Animal Cruelty Laws?

We have neighbors who have two pitbulls who are kept outside, exclusively. The yard is 10ft by 3ft, part of which is rocks/gravel. They are provided water. No shelter/dog house. Only shade is by the fence when the sun is in the right position.

Are our neighbors breaking any animal cruelty laws for Harris County and/or Texas? Would hate for something to happen to the dogs as the beginning of heat season is upon us.
