Animal Cruelty

I have a neighbor with a short hair dog that is chained up in the yard. Just noticed it when leaving my street but sure it was out all night and will probably be out tonight. The dog is outside 24/7. I’ve reported this to SPCA animal cruelty but I have to leave and will not be back until later tonight so in case anyone wants to take any action or knows any other animal cruelty organizations to contact the address is 7611 Sunnyhill St Hou, Tx 77088. The dog is a tan short hair pit bull mix.
