AI Energy Plan Shopper for Houston

It is impossible to compare the actual cost of energy plans because of incentives and variable costs. It would be helpful if an app could be developed that answered the question. If I would have had this energy plan for the last 12 months what would be the total cost? The app would need access historic use and variable costs. I don't know how to build it but I'd sure pay to use it.
