Affordable Houston wedding venues for 25 guests for an Indian ceremony and reception?

Ceremony will have a very small contained fire (Indian wedding). I can get outside catering (Aga's or some other Indian/Pak caterer) if the venue doesn't have decent food options.

Most venues I've looked at are not a good fit until we have at least a 100 guests.

I'm also really open to doing an alternate setup where the ceremony and reception are at 2 different locations.

Ideal budget is under 4k including food and decor but not sure if that's really feasible.
