Advice on handling a loud obnoxious neighbor?

I live in an apartment on 2nd floor and I have the most selfish neighbor living right underneath me who blasts music/whatever they watch on TV from night to 5 in the morning.

I've reached out to the office staff along with the recording of how obnoxiously loud they are at 4-5 am in the morning. I was told I need to report it to the apartment designated courtesy officer. Tried doing that twice and no one showed up. I'm not going to risk anything and try confronting them in person. Are there any other options other than moving out? (I will be moving out in July).
