Advice on buying/owning moped in Houston?

Hi! I'm thinking of buying a moped, but have no idea where to start. I live near downtown and am looking for a cheap & convenient form of trasport that's a little easier than a bike. I do not need to take it on the interstate. Please let me know if you have ever had one and have any advice! Specifically I'm wondering:

• Price range for new vs used?
• Good brands to look for/brands or red flags to avoid
• Places to buy?
• Licenses needed
• Expected maintenance
• Expected resell value
