Advice Needed for Neighbor’s Loud Dog

Need some advice. I’m visiting my parents in Houston for the holidays. Their neighbor has a dog that barks incessantly. Not just a small bark, but a bark that can be heard at all hours of the day and often at night. I should mention, they don’t technically live in Houston – Jersey Village to be exact, but that subreddit seems dead so I’m posting here in hopes of advice. My parents are the non-confrontational types. They claim they have spoken to the neighbors about it, but nothing has changed. They don’t want to call the police because they don’t want to alienate their neighbors. I would go over there myself to talk to them, but they are out of town for the holidays. The dog apparently lives outside year round. It seems neglected which compounds my frustration. I was on the verge of calling the police myself, but my parents asked me not to. Having said that, my parents have been dealing with it for YEARS and I need to do something. Any advice would be appreciated.
