[Advice] Car Break-Ins at Apartments

I'm considering moving to Houston next year, but the apartment reviews are pretty bad most of the time. One of the biggest recurring issues I see is people getting their vehicles stolen from the apartment complex garage, stolen tires, smashed windows, etc. Is this just a common fact of living in an apartment complex in Houston? Does everyone just accept that it could happen to you? I've noticed this issue in reviews for apartments ranging from luxury to low-end, so it seems inevitable.
