Adult Community Classes that aren’t GED/ESL?

I am moving to Houston and I am going to work remote, so I have more free time to indulge into some courses/hobbies. I am involved in San Antonio community classes where they offer a lot of stuff for adults.

I tried to look in Houston but I can only find GED/ESL or community college, not just community classes that you pay a flat fee and attend the class once/a few times.

Who handles stuff like that? Is it a school district (like in San Antonio) or is it a private business? Specifically, I'm interested in the arts and computer classes, but I'm open to a lot more.
