Metro Park and Ride 229 Grand Parkway/Kingsland/Addicks

Does anyone know why this Park and Ride has such a odd schedule. It pretty much runs hourly from the Park and Rides from 10 AM-2:50 PM to downtown and from downtown 9 am-2 PM hourly. So you would think it would be geared to mid-shift workers who maybe start work between 11- 4 pm. If that were the case you would think there would be return buses between 8 pm and Midnight?
