New football fan trying to understand salary caps

Hey so im a new football and texans fan but I have a question. How is the salary cap system going for the texans right now? Are we overpaying too many and is it bad right now? Just wondering for free agents and the resignings.

Also since the team is probably going to build around Watson, are the texans going to go rebuild or spend free in free agency? Still a new football fan so sorry if my questions are dumb.
