Dog counter-traffic on Hardy Toll Ramp to 610/59

Forgive the title as I am not too familiar with the names but about an hour ago there was a small dog, almost looked like a French bulldog running counter-traffic and a few of us swerved to avoid the poor thing. Unfortunately there is no way to stop as it is a ramp. I tried getting off 610 to try to go back and see if I can spot him but it is too dangerous. My heart hurts for that poor pup. I hope it is safe but it is not likely.

Is there a number we can call to report this? Or what’s usually the procedure?
