HPD neighbor is a sound nuisance

My next door neighbor has a pool pump that is barely hanging on for life. I’ve been waking up for months to a loud mechanical whirring and droning noise that is audible in almost every room of my house. It is all I can hear when I sit on my patio. It’s not over the 300 decibel max for noise complaints and usually stops mid morning but it’s incredibly annoying and I can’t enjoy my yard or parts of my house without earplugs in.

With any other neighbor I’d just politely let them know and ask what can be done, but not with this guy. He’s HPD and such a fucking asshole. Last year he left a dangerous situation on his property line for months. It was such a pain in the ass dealing with him and he took forever to do anything about it. I can’t imagine he’d give a f**k about the noise.

So…. What can I do? I can’t deal with the noise or the neighbor and it doesn’t seem to be an actual violation that I could pursue with the city.
