After hours animal control

Does anyone know what number I should call for animal control after hours? I have seen an increasing amount of stray dogs inside Bear Creek park that seem to be abandoned. Problem is that I only encounter these dogs in my evening walks/visits to the park and the Houston BARC 311 hotline number is useless if you don’t call before 4:30.

Does anyone know of another animal services/animal control in the Houston area that can help with stray dogs? Particularly after hours?
