Handicap Parking Enforcement Volunteer Program & Reporting Form
If you've driven around Houston, you've probably seen vehicles parked in handicap spots without a placard or disabled license plate. If you're like me, you probably get angry/annoyed that they're taking away a spot from someone who is truly disabled. Last year, I became a handicap parking enforcement volunteer through a special program offered by the city (more info found here, but essentially any citizen can become a volunteer and have the power to write citations). I've probably ticketed 200-300 vehicles so far and each ticket is $500. When a citation is written, we have to submit several pictures and document the location of the violation. To become a volunteer, you complete a simple and quick training course that consists of some online modules and a background check; once you pass both, you get a ticket book, badge (with your name and volunteer number), and the ability to ticket any vehicle that is illegally parked in a handicap spot within city limits.
I made this quick Google Form for those who want to report businesses/addresses where they notice frequent handicap parking violations. Typically the most frequent violations are at gyms and supermarkets. I usually have some free time every week and I can go out there and ticket these individuals to try to curb the behavior. I can enforce the handicap spot as long as it's within city limits and has a vertical sign posted with the universal handicap sign.
