What is the deal with these grooves?

Let me start by saying I took this photo as a passenger (before I get my head chewed off for taking a picture while driving)

Does anyone know the why behind these grooves on most of the Houston freeways?

290, I-10 west and 59 have them at some point, and it feels like they create more problems than they’re worth, especially when it rains.
