Custom shoemaker(s)?

My son has wildly non-standard feet and it's finally gotten to the point where I think we need custom-made shoes. His feet are really wide, but also the top of his foot is crazy high (but with a normal arch on bottom). Crocs no longer work for him. He's currently in a size 11 Hoka to accommodate the upper and the width, but his foot is actually only the length of a 9.5 or 10.

Are there any places here that could make bespoke sneakers based on several foot measurements (or ideally a casting)?
