Attorney for the water overcharge situation

Has anyone been successful with resolving this issue after hiring an attorney? Our water bill was $30/month for 10 years then suddenly jumped to $300/month. The city has been unable to discover the issue and keep overcharging us monthly. We cannot get anyone the office to understand that this is not the normal water bill price, everyone else in our complex pays $30, just like we used to before the error happened.
