Can we report reckless driving anonymously?

This morning as I was sitting at a red light, an suv blew through the red light without slowing down. I happened to catch up with them at the next red light and it was a woman with her unrestrained toddler in the front passenger seat and she was completely distracted and looking down/ at the kid the entire time. Even when the light changed she started driving and was not fully looking at the road. It was so upsetting and I want to report it somehow. Is it possible to report anonymously like on crime stoppers? I wrote down the plate numbers.
