Who to call? Tree/Powerline issues?

Question. Before I dial 311…..who the heck do I call about a tree on the backside of my fence? It's not on my property, but is leaning over to my side. It needs to be cut because a limb already broke off from the wind we've had.

The property it's on is vacant and a rental.

I'll pay to have it trimmed because I don't want it coming down on my brand new fence. What are my options? Do I reach out to the landlord?
