Shitty red light

Does anyone know how I can make a complaint to the city about a red light that was installed in my neighborhood? It used to be a stop sign and since making the change traffic has been severely worse than it was before. There was no good reason to put a red light there and now the cross street is CONSTANTLY backed up when it wasn't before. It's so frustrating and I doubt the city will listen but how can I complain to someone?
