Anyone know why like 30 police officers just came flying down I-10 and blocked off the whole freeway then drove away?

All the sudden like 30 police vehicles (some unmarked with lights inside) came flying down I-10 around memorial city going like 90 mph and blocked the entire freeway eastbound. (I think they blocked the other side too based on the traffic at a standstill over there but I couldn’t tell). They were in such a hurry that some of them plowed over the barriers that separate the toll road from the free way just to get past. There was no accident that I could see, no EMS. Some of the officers got out of their vehicles and then about 10 minutes later, they all got back in and drove off in a hurry again. It was really strange. Kinda scary too! Any idea why they’d make a stop like that? In pursuit of someone? When I looked at the houston incident reports it just said “other”.
