How helpful is the Houston non-emergency line?

Had to make a report because some guy keeps stealing our city trash cans, would sneak IN the house and take them out and also today he left a trash can (not mine) in our driveway FULL of trash! I called the non-emergency line to report it but it honestly sounded like they were not going to be of much help. I also saw that they only have a 1 star review on the address for that phone number; it was a lady who requested a welfare check and waited 8hrs+ when they had said help was on the way. Did anybody ever call the non emergency phone number? Did they resolve your problem? If not, What else should I do? Where else should I call?
