Katy Honda License Plates – Almost Three Months and Still Haven’t Received Them!

Does anyone know who to talk to about not receiving license plates? My husband and I bought a vehicle from Katy Honda back in October. We STILL haven't gotten our license plates. When I call, they say they haven't come in yet. Anyone know who to call about this problem? Our paper plates expired like a month ago. State law says if we haven't received the plates in 45 days we can file a complaint against the dealer but the dealer is telling me they're not the problem. I'm not sure if they're just trying to give me the run around though. Has anyone had this situation before?
