Why is Willow Fork so blue/green?

In the Katy area, Willow Fork, which is usually a muddy brown like the color of Buffalo Bayou and the Brazos has been very blue-green lately, it looks very unnatural like the color’s been affected by dye… is it anything to worry about? Who should I contact about this?
