Has anyone found a lost pet? Did you return it to its owner or give it to a shelter?

I found a dirty little kitten underneath my car today. I know it's someone's pet because it came with a collar. It's been fed and I gave it a wipe down with some baby wipes. I've already taken measures to find its owner. I've gotten it scanned for a chip since it had no tag, but of course nothing came up since it was so young, probably barely 8 weeks. I'm making flyers and will post it around the neighborhood soon. I'll also report it as a found pet on a couple websites. But I'm wondering if after all that if I can't find its owner, if anyone knows a reputable shelter I can surrender it to.
