Landlords lien ??? I’ve been given a 24 lien notice after being threatened with eviction. Is this a self help eviction?

My landlord is trying to take all my property because I’m behind on rent due to Covid. My job cut all of my hours. I signed & gave them the paper from the CDC. Is this legal? I called and asked exactly who will be trying to take my property she said someone from the leasing office. I asked so this will not be done by the police or sheriff she said no. What should I do ? I don’t start my new job until November 5th. When I brought in the CDC paper I told them I can make a payment on my rent on the second of November they said ok but the next day I get a notice. I signed up for rental assistance through baker ripely over a month ago No update except for documents that they asked for & I sent them.
