Looking for a neighborhood in Houston.

My dad said he used to live in a neighborhood named what I heard "Starlink", "Staralink" or instead of "nk" it's "ng". I'm tying to find the neighborhood, but I can't seem to find it. FYI, it was somewhat near the Medical Center, and might be in the Inner Loop. More extra detail is there's probably a McDonald's in the neighborhood since he used to work there. It used to be a quite dangerous neighborhood according to him when he was there (Around the 1980's), and was a flood prone neighborhood, now it's mostly rich and modern houses, but there is still some houses still there from when my Dad lived there. Can someone tell me where this neighborhood is? And if renamed, what is it called? I'd also like to hear from people who either live or used to live here.
