Right of Way Question

I’ve tried googling this and can’t seem to find a similar example online with a clear rule around it. Does anyone know who would have the right of way in an intersection like this one? Both drivers are at a stop sign and pulling onto a one way road.

Normally I would default to whoever has a clear lane to pull into or whoever got their first but I’m curious what the actual laws are.

This is common in my area of Houston but haven’t seen in it many other areas.
