How to handle a nosy neighbor?

We have a very nosy neighbor.

First he used our water hose to water his side of the house because he has a “short” hose. He even joke that I should pay him because he watered our side too. Now he sprayed our house with wasp chemical without our permission.

How would you handle this. We already told him not to touch anything on our property.
