Food inspection

I was wondering anyone have experience with food inspection in houston? i recently took over a deli business that is located in an office building. It is a deli that located in an 8 story high office building. From the previous food inspection report the deli/cafe violation includes

Outside restroom that is located in the lobby not in the deli space. Stating that the restroom does not show correct signs of “please wash your hands” and cover lids for the trash in the restroom. (Why does the deli get a violation from the restroom that is control and maintain by the management of the office building ? Is that true that it is also the deli business to maintain lobby restroom?

Also, there is a violation for a dumpster outside of the office building by the deli stating the dumpster needs to be shut /close and not have the lid open if it is not being use. (Again is that a valid violation that the deli needs to handle?)

It seems like the inspector was trying to find something to fail the establishment so the city gets more money on the re-inspection.

Can someone tell me is that a valid violation since the restroom is beyond my control.
