MD Anderson is lowballing salary

So I’ve recently been offered 36k for a position at MD Anderson where the max is listed at 54k. Is there anyone that works at MD Anderson on here? I’d like to know if HR just shoots a number with intentions of lowballing you as a candidate or if the interviewers tell the HR rep to offer that much. Where do they come up with this salary offer????
