Is this real? (United States Prisoner Transport Vehicle)

Seen today on 59 South near Downtown. United States Prisoner Transportation Vehicle? Only words I could make out when driving past were “prisoner transport” on the rear bumper and the “do not approach” on the side. Only questioning this because I have never seen this vehicle before today and it also had a regular non-exempt license plate.
