Neighbor’s tree blocking the sidewalk

I walk my dogs 2x a day every day, and where there's a sidewalk available we try to stay on it. This is not a problem on our usual 1-mile route through the suburb, except in one location where the owner (an established family with multiple pre-teens) simply has allowed their tree to obstruct the sidewalk.

I'm 5'10", and I have to bend over at my waist to pass under the tree, and even then I still get thwacked with errant branches. Sometimes I simply step out into the street to avoid dealing with it, but lately I've seen other neighbors do the same.

It's clear this has become a nuisance, but is there anything I can really do about it? Is the sidewalk considered COH right of way?

I plan to ask them about it – but they've seen me struggle and get hit by branches, and they still haven't done anything, so I'm not hopeful that they'll help make the sidewalk more accessible.
