Does yall’s apartment complex have fleas? / Montrose

Every time I step outside, I'm swept in fleas. It's driving me insane. My apartment doesn't allow dogs but yes to cats. I dont ever see anyone walking their cats. I know its normal in nature for fleas to be out but oh my god they're everywhere outside. I swipe them off my ankles before coming in but theres always one or two left and its gross. I got bites all on my ankles.
