NSFW. Who do we contact to get rid of this nightmare

A littlr background: I moved back to my parent's place for about a year now, and our neighbor own two massive Rottweilers. Now, the dogs themselves aren't the problem. It's their owner's total disregard for picking up after her dog s**t. Despite this mess going on for 5 years, neither the city nor the county seem to give a s**t. I've tried everything, from calling 311 to reaching out to the HOA and even involving law enforcement, but nobody actually is able to help out. Who do I even turn to at this point? Any suggestions on which authority might actually do something about this? Or should I just go full-on whistleblower and get the news involved to expose our less-than-stellar neighbor? P.S this is the 2nd refill on that trap within a week. Sounds disgusting right? Wait until you see how those dogs are stepping on their own s**t running around her backyard.
