What’s the Story with the Midtown Dirtbike and ATV Hooligans?

There are groups of kids on dirtbikes and atvs that drive around Midtown (Gray Street) at seemingly random times. They’re never wearing helmets, they rev their engines unnecessarily just to make noise, and they seem obsessed with wheelies. I ride dirtbikes and quads too—although never on the street because that’s dangerous, illegal, and lame, not to mention horrible for your tires. And they make me feel like a stereotypical old person because even I think they’re annoying, like “Get off my lawn!”

Who are they? How do they never get arrested for driving around on vehicles that aren’t street legal? Do they know how stupid it is to not wear a helmet?
