Kahu aka lo-Jack required from dealers now?

I’m looking for a 2024 SUV and I contacted a few dealers and the 2 that have emailed me back so far have a line item of Kahu listed.

A quick google search shows me it’s basically a lo jack for vehicles.

Clear lake Honda told me they can not remove it and want 500 for it.

To be clear I said take that off I don’t want it and was told, in writing, that they can not take it off.

The other dealership I contacted did have that listed as well but I haven’t spoken to them about it just yet, I plan to ask tomorrow.

So is this some new thing going on here in Houston? We just bought a crv in New Mexico back in October and there was no mention of any sort of lo jack on it.
