60th birthday celebration in/near Katy, TX

Hi! I want to celebrate my Mom’s 60th Birthday somewhere in or around (20 miles+) Katy, Tx. My parents don’t drink, but my sister and I do, but we don’t have to. It will be about 8-9 people and I’d like to decorate and make it special. My budget is $700, Any suggestions?
