Weird interaction at gas station

Hi all,

Tonight I was leaving work and stopped by a 7-eleven by 45 and Cullen. As I was finishing, and sat back in my car a car pulled into a parking spot. A man got out and approached the back of my car taking a picture or video of my license plate then walked to the side of my car and again had the phone pointed at me trying to capture something. There was another individual in the car. The man then walked into the store and left. I didn’t engage or get out of my car. I tried calling HPD non-emergency and they were of no help. Has anyone else experienced this? Is there anything they can do/anything I should be concerned about? Thank you in advance.
