no one cares about stray dogs

I saw a stray and pregnant dog and reported to animal control. They said I need to take care of her. They won't come and help. Interesting. Then why do we need animal control? I also called a butch of shelters and they said no as well. They only take care of injured animals. Go to animal control. LOL I understand the space is limited and also the capacity. But at least show some empathy. They even hung up the phone before I asked a follow up question. Does anyone know what to do with this poor creature and her doggies? She's about to give birth and has nothing.
